Special Meeting of the Tiffin Town Council May 3, 1966 Called to order by Mayor Wayne Stratton Present: Clayton Klein, Bill Bream, Glenn Potter, Ted Spivey Absent: Bill Verry The purpose of this meeting was for the Federal Farmers Home Administration Representatives to explain to the council, our town attorney, and the engineering firm doing our work, the necessary steps we must take to receive federal assistance in constructing a town water system. Ernie Burke, the area representative, Mr. Schneider, the State Representative, Tony Tomasek, the District representative, William Tucker, our town attorney, Wayne Reed, the engineering consultant, and Jim O'Toole were present. Mr. Burke explained each of the 12 points included in the letter given to the town on the FHA instructions concerning installation of a town water system. This report and the necessary fees are based on 12 backups in a town the size of Tiffin. We are expected to have this many backups two years after the system is installed. A minimum of 80 guaranteed backups is necessary before the loan may be closed. The de clement grant is not part of the loan. Then the loan is exhausted, we are given grant money to complete the project. The cost of each unit was set at $4.75 per unit. A survey was taken of small towns based on payments and cost of water and $4.75 was arrived at as an average fee. Jim O'Toole expressed disappointment that they arrived at such a high fee. He felt: 1. Our financial situation was not considered 2. Because Tiffin proceeded without assistance in planning our sewer the town should be given special consideration. 3. We have several large users who will not be interested in hooking up unless they are given special consideration in fees. The formula should be different for big users. Mayor Stratton said his understanding about fees was that the fee was set for one year until the amount of water used could be determined, then each place was metered. Mr. Reed said we set up a minimum rate except for a few large users because not very many people would go over the minimum use rate. Mr. Burke continued to explain what was expected from each of the agencies and the Town of Tiffin. The first step is to petition 80 users who must make a cash contribution of $25.00 at the time they sign. Brochures will be printed so people will understand fully what the purpose of this is. The issue is then put up to a vote, and if 50% of the townspeople approve, the town proceeds with the sale of bonds and construction. The meeting was adjourned at 10.00 P.M. Mayor Clerk
