The regular meeting of the Tiffin Town Council was called to order on 8-3-66 by Mayor Wayne Stratton. Present: Clayton Klein, Glenn Potter and Ted Spivey. Absent: Bill Verry and Bill Dream. Minutes of the previous meeting were read and approved. At 8:00 PM Mayor Stratton announced a call for bids to buy Public Improvement bonds. He called for oral bids—there were none and the call for oral bids was closed. The call for sealed bids was then made and the bid from the Iowa State Bank and Trust Company for $4000.00 for par with 4% interest coupon was opened and read. Mayor Stratton announced that the council will make a decision on 8-12-66 and award the bonds at that time. Mr. Reed was present to explain our bill with Powers. He had the bill checked with Iowa Engineering Service and said it was in line. Glenn Potter brought up a discrepancy in the cost analysis submitted by Mr. Reed. It was his opinion the basic serviced ran over the minimum percentage. Mr. Reed said he would check into the matter. Mayor Stratton asked about the proposed detention pond. Mr. Reed said he could go ahead and negotiate. It is estimated to cost $2300.00 for a pond 140' x 100' x 3' if we have the funds to pay or we can advertise for the work to be done. Mr. Reed will attend the next meeting and present figures on the cost of deep well water treatment. The petition cited in the minutes of the 7-6-66 meeting was found not to carry the necessary number of signatures. The action concerning the petition was rescinded. Instead, Ted Spivey made a motion to make necessary publications notices so we can have the election on the regular November election date. Glenn Potter seconded the motion and it carried. The council received a letter from Mr. Tucker regarding whose responsibility it is to keep the creek clean. It was his opinion that since the creek is being blocked by natural debris and undergrowth, it is not Mrs. Roger's responsibility to keep it cleared. Mayor Stratton read a letter from Mr. Tucker advising us to pay the compromised bill received from Shive, Hall and Hattery for plat work their firm did. No decision was made. Jim O'Toole attended the meeting and reported that he had Mr. Noel come out to Tiffin and together they surveyed the trees that need to be taken due to Dutch Elm Disease. We will make a list of property owners that have diseased trees and submit the list to Mayor Stratton. Mr. O'Toole said Mr. Noel intended to bid the work. Ted Colony was present and expressed interest in bidding to remove trees. Mayor Stratton told him he would have to be bonded and as long as he has the equipment, to submit an estimate. Mr. Elden asked Mayor Stratton about a sewer line to his place so he would be able to expand his trailer court. It is located 1/4 mile east of Tiffin on the south side of U.S. highway #6. The council decided it would be preferable if he annexed to Tiffin, and he would have to pay for sewer pipe necessary for the connection. Glenn Potter made a motion we take out insurance on the sewer plant. Ted Spivey seconded it and the motion carried. Glenn Potter made a motion we pay $30.00 fee for Elaine Blake to attend an education course for water pollution control plant operators to be held in Washington, Iowa, and that we pay mileage turned in by him. Ted Spivey seconded the motion and it carried. Glenn Potter made a motion we pay the following bills: <table> <tr> <th>City of Iowa City</th> <td>77.04</td> <td>Cleaning out sewer storm</td> </tr> <tr> <th>State Mutual Insurance Assn.</th> <td>8.12</td> <td>Tire and Winstorm Insurance</td> </tr> <tr> <th>Franks Service</th> <td>10.39</td> <td>Service on tractor</td> </tr> <tr> <th>Jack Morgan</th> <td>62.00</td> <td>Tile</td> </tr> <tr> <th>Deanne Blake</th> <td>201.99</td> <td>Street, Marshall, and use of vehicle</td> </tr> <tr> <th>Jessie Linden</th> <td>10.00</td> <td>Collecting sewer bills</td> </tr> <tr> <th>Marlene Janssen</th> <td>1.04</td> <td>6 hours on sewer work on stamps</td> </tr> <tr> <th>Mr. Tucker</th> <td>160.00</td> <td>Professional services</td> </tr> </table> Clayton Klein seconded the motion and it carried. Glenn Potter made a motion we accept the following money: <table> <tr> <th>State Comptroller</th> <td>245.95</td> <td>Road Use tax</td> </tr> <tr> <th>Johnson County Treasurer</th> <td>226.47</td> <td>City Order</td> </tr> </table> Ted Spivey seconded the motion and it carried.
