Minutes of the previous meeting were read and approved.
Wayne Reed was present at the meeting, and presented a corrected statement of the outstanding bill the town had owed Powers and Associates. He explained it and said as far as Powers were concerned, the bill had been corrected and our account was balanced with them.
He read from a national engineering magazine to the council the advantages of a shallow well. The magazine did not recommend demineralization because of the cost and quality. Mr. Reed recommended that the town use the shallow well for four to five years. We have a more than adequate supply for that length of time. Then the town should dig a deep well and mix water from the shallow well with it in order to cut costs in demineralization process.
Mayor Stratton received a letter from Mr. Tucker warning us not to go ahead with the election on the water system without the guarantee of 80 users. He said if the town got approval from voters, we would be obligated to sell bonds with no grant money. Glenn Potter felt we should try to get 80 signatures so we would be able to go ahead with the election on the date previously decided upon. Ted Spivey made a motion the council work to get signers for water. Each one taking out contracts and making an attempt for as many signers as possible. Glenn Potter seconded the motion and it carried. It was decided that the men present contracts at the next regular meeting. If at that time we have enough signers, we have four weeks for advertisement for the election.
Mayor Stratton reported that the electric company will cut the big elm trees that are deceased in the winter. Since there is no hurry at this time to remove the elms, the council decided to contract some firm to remove them this winter.
Bill Scheetz contacted the council wanting to put an L P Storage tank by the railroad. The council decided nothing definite.
The Pelling bill was discussed and Glenn Potter made a motion to pay them $4,000.00. Bill Verry seconded it and the motion carried.
Ted Spivey made a motion that we join the Glenn Potter seconded it and the motion carried.
Bill Bream was appointed by Mayor Stratton to be the representative from the council to attend the meetings. Jim O'Toole was appointed as one of the lay citizens to attend, and the other member wasn't decided upon at this time.
Outstanding sewer bills were discussed. The letters are being sent out by the clerk warning the people with outstanding bills that this amount will be put on their taxes if not paid by October 1, 1966.
