Minutes of Special Council Meeting, Tiffin, Iowa, January 21, 1970. The meeting was called to order by Mayor Bream. Present: Ned Allen, Jerry Michel, and Glenn Potter. Also present: Ralph Neuzil, Edna Miller, Wayne Reed, Tony Tometich and Bob Cook. Absent: Dale Flansburg and Ted Spivey. The purpose of this meeting was for Mr. Tometich and Mr. Cook of the FHA to explain to the Council more on the water system and about the loan closing, which was December 16. Mr. Cook and Mr. Tometich answered the Council's questions: 1. What is the rule concerning the tap on? The people have paid $25 for the privilege to use the water. It is the person's responsibility to tell the contractor where he wants the curb stop. In Ordinance #62, Section 3, it says that after the contractor goes and lays the pipe past a person's house then the hook on fee is $100. 2. What is the procedure for getting someone trained and certified to operate the treatment plant? It doesn't take too long to train someone. The contractor and a representative from Powers-Willis can show the person how to do it. It will probably require about an hour a day to take care of the plant. 3. If a person sees the contractor a few houses away can he come with $25.00 and get hooked on? Yes, if he gives the money to the mayor, a councilman, or the clerk and has a receipt. 4. What about those that have vacant lots? Mr. Cook said this person can pay the $25 if he promises to build within 18 months. If he hasn't built by then, then he will pay the balance of the $100, which is $75. Mr. Neuzil will draft an agreement about vacant lots and building a house within 18 months. This way the Town and the person will have an agreement in writing. Glenn Potter suggested the Council again talk to those people that haven't signed up for the water. Ned Allen suggested sending a notice in the sewer bill that the hook on fee is $25 now and after the lines go by a house the fee is $100. Mayor Bream appointed Dale Flansburg to be in charge of staking out for curb stops for the contractor. Mr. Cook said the Town should invest what it can from the Operation and Maintenance Acct. in 270 day certificates. Mr. Tometich read the breakdown of expenses. This includes the construction, engineering fees, etc.. So far $2166 has been used from the $3540 Contingency fund to pay Latta on a change order.
