Minutes of the May 26, July 8 and July 28 meetings were read and approved.
The treasurer's report was given.
Dale Flansburg made the motion to grant a building permit to Fannie Grindstaff for remodeling and building at the tavern. Glenn Potter seconded the motion. By a roll call vote-Aye-Allen, Flansburg, Michel, and Potter. Nay-None.
Water- Ned Allen made the motion to pay Latta $700.80 for the rest of his work on the water project. Jerry Michel seconded it. The motion was then withdrawn after it was mentioned Latta has not filled up the well that was abandoned. The Clerk will write Mr. Latta telling him after the well is filled and covered the Council will act on his bill.
Partial payment estimates from C.L. Carroll were presented to the Council. Some of their contractors have not been paid yet. It was decided not to pay their bill at this time. The Town can hold up their final 10% payment until they send us some kind of a lien. Their company wrote to Ahrens Construction and Blackhawk Foundation Co. saying if Andrew's Tank Service hadn't paid their bills by August 15, the C.L. Carroll Co. would.
Wayne Reed reported on the water project. The treatment plant is almost done. They should finish the piping this week. They still have to do the testing, sterilizing, etc. The plant will be in operation in one month at the latest. The mains - they have about 40 more customers to go. The C.L. Carroll Co. has the grading and seeding left and to bring power in.
Mr. Reed said the completion date should be September 1. The Council is concerned because the Gas Co. wants in. The Gas Co. could start on the east side of Town and do about 2/3 of the Town where the water men have already finished.
Chalupe did about 10 curb stops on the east side of Town that he shouldn't have done. From now on only paid customers can have curb stops.
Mr. Reed said he has been out for at least an hour once or twice a week and this has been economical on inspection fees.
Mr. Neuzil asked if we had used up any more contingency funds. Mr. Reed said we hadn't. It was suggested that the Town look into buying the land from the school that we are now leasing. This could come out of the grant money.
DeWaine Slade wondered if he could give out water meters to the people that have paid their tap-on fees. He was told by the Council he could, but to write down the serial number of each meter and give the customer a receipt.
