Kandy Kobold, Town Clerk Minutes of Special Council Meeting, August 19, 1970, Tiffin, Iowa. The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Jerry Michel, Glenn Potter, and Ted Spivey. Also present were Attorney Neuzil, Mr.&Mrs. Wayne Stratton, Mr. and Mrs. Al Miller, Leonard Vorel, Marvin Vorel, Louis Vorel, Mrs and Mrs. Alden Janssen, and Mr. and Mrs. John Chapman. Absent: None. The purpose of this meeting was to meet further with Louis Voparil about his plans to build an 8-plex and 12-plex. Leonard Vorel presented a petition to the Council with 56 signatures of townspeople against the proposed multiple family dwellings. Townspeople asked questions of Mr. Voparil and the Council. One question asked was ,"What if the Council turns down the building permit?" A lawsuit could result since it is residential housing. Other points discussed were hooking on to a six inch water main, if the sewer plant could handle the increased load, and why a zoning commission was never established. Dale Flansburg suggested the Council wait to make a decision on the proposal until more detailed drawings are presented. At this time there are plans for the 8-plex but not the 12-plex. Also a more detailed drawing of the utility area is needed. It was decided to hold a Special meeting on August 26 to continue the discussion. Jerry Michel made the motion and Ted Spivey seconded it. By a roll call vote- Aye- Allen, Flansburg, Michel, Potter, and Spivey. Nay- None. Glenn wondered if Latta has been paid yet. He said the well has been filled in, but they didn't do a very good job. There is also a pole left there, which has to be taken out. The Gas Co. is working on a project somewhere else. As soon as they are finished they will be back in town and have their work done early this fall. Mr. Neuzil wrote Mr. Burr of the Highway Commission. Whenever the Highway Commission is ready to start work on the ditch, DeWaine should remove the old tubes.
