Mayor Pro-tem Ted Spivey presiding. Councilmen present: Ned Allen, Dale Flansburg, Jerry Michel, and Glenn Potter. Also present were Attorney Neuzil, Wayne Reed, Edna Miller, Tony Tometich, and Jim McAllister of the FHA. Absent: None. Five contractors on the water project were also present.
Purpose of this meeting was to meet with the FHA, the engineer, and the contractors to accept the water system. This could not be done, however, because not all the work is finished.
The progress of the four contractors was discussed.
1. Latta- the well work is done, but the lien waiver wasn't signed. When they sign it they will receive their final payment.
2. C.L. Carroll- Some of their subcontractors have not been paid such as Johnson Co. Ready-Mix and Utility Equipment. The fence around the tower hasn't been approved yet. Mr. McAllister said this is the first time a request has been made to put a fence around a tower. Mr. Neuzil told him it is in agreement with the school that a fence would be put around it.
3. M.F. Goerdt- They should be all finished with their clean up work next week. Dale Flansburg made the motion to accept $25.00 from M.F. Goerdt to be used for seeding next year. Ned Allen seconded the motion. By a roll call vote- Aye- Allen, Flansburg, Michel, and Potter. Nay- None. This is with the stipulation that the grading has been done right. M.F. Goerdt has seeded this twice but the Gas Co. tore it up both times when they were working there. There is no manual or instructions on how to run the treatment plant. It was decided Dale Flansburg would meet with representatives of General Filters and M.F. Goerdt and learn how to operate the plant. The Town should receive one or two copies of a manual on how to operate the plant. Mr. McAllister said the water plant operator will have to go to the school that is offered for plant operators.
4. Chalupa- They used 5/8" pipe instead of the required 3/4". The FHA is of the opinion that in relation to other communities in the area the 5/8" may be completely adequate, but it might also result in lower pressure. The contractor should be expected to fulfill his contract. There might be the possibility of a drop in pressure in service if quite a few new customers are added on. The price of the difference of the pipe itself isn't compensation enough for an error such as this. Mr. McAllister said if a letter is presented from the State Dept. of Health then the FHA would probably accept the 5/8" size pipe. Chalupa will try to get the streets finished this week. Also the wrong goosenecks were used, but this should present no problem.
Mr. Reed will have copies made showing the water shut off mains, etc. The Clerk and the FHA will each get a copy.
The tax refunds for the Town were discussed. The FHA suggested they be used to the best advantage for the Town. They could be put in the Construction Acct., the Debt Service Acct. or wherever needed.
The Construction Acct. Project Analysis was discussed showing the breakdown of all the funds. The Clerk is to check and see how much has been paid out of Town funds for publications, land easements, etc. so the Town can be reimbursed. Also Mr. Neuzil is to present his bill.
The Clerk is to get a bond for the water acct. like the Treasurer has.
Ned Allen made the motion to adjourn. Glenn Potter seconded it. By a roll call vote. Aye- Allen, Flansburg, Michel, and Potter. Nay- None.
