Minutes of Regular Council Meeting, October 7, 1970, Tiffin, Iowa. Mayor Pro-tem Ted Spivey presiding. Councilmen present: Ned Allen, Dale Flansburg, Jerry Michel, and Glenn Potter. Also present were Attorney Neuzil, Wayne Reed, a representative of the Wilman Co. in Cedar Rapids, and Ken Herdiska, and Ray Sheetz. Minutes of the September meetings were read and approved. The representative of the Wilman Co. would like to do the streets. They would do it with a Slurry machine which uses chips, oil, and water. This would be of 3/8" thickness. 6-8 inches of the streets would have to be torn up. He estimated it would cost $5350 to 4 blocks. These are from the Highway to the tavern, from the tavern two blocks to the new road at the school, and the block west of the Lark. This includes tearing up the streets, oiling it, rolling it out, the prime coat of oil, and two Slurry coats. It was decided to let the streets go for now, but he could make an estimate on the two blocks west of Leland Smiths to the Railroad tracks and an estimate on filling the chuckholes. Off hand he thought it would cost between $1600-$1700 and take four days to do it. Ray Sheetz asked the Council about sewer and water to his property south of the railroad tracks. He is thinking about putting in apartments and a trailer court. He was told the Town furnishes the sewer and water to the lot line and then it is the owners responsibility. Zoning for a trailer court was discussed. The Council is in favor of passing an ordinance establishing a zone for mobile home parks and light industry and multiple housing for that area located generally south of Railroad Street and extending to the present southern boundaries of the Town and the Council directs the Town Attorney to proceed to draft appropriate ordinances and have them ready for the first reading. Zimmerman law suit- Mr. Neuzil said that Wayne Stratton was the Mayor at the time and he is the one that got the mower from Zimmerman. Zimmerman said that six months later Stratton came back and said the mower didn't work. He said after six months he considered the mower sold. Mr. Neuzil read a letter which is a notice to the Board of Directors of Clear Creek School telling them the Town would like to buy the site where the water tower is located. Mr. Neuzil read a letter from Ken Steuck's attorney wanting to know the reason for not allowing any more trailers in town. A letter was read from the League of Municipalities asking the Council to pass a resolution raising the sales tax one cent which would go back to the towns. The Highway Commission won't dig out the old tubes or put the new ones in when they do the work in the ditch east of Franks. Ned Allen will talk to Jack Morgan about doing the back hoe work. There have been complaints of dogs running loose. The Clerk was instructed to put a notice in the Press-Citizen to read "Because of numerous complaints of dogs running at large, Ordinance #34 will be strictly enforced. The mayor and council of the Town of Tiffin ask all dog owners to co-operate."
