CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
July 2, 2021
• Bri Wilkerson and Frank Haege will again be at the work session on Tuesday night to give
a further update on the planning of Tiffin Rec Fest as the event draws closer. Attached is
the flyer for the event that has been circulated.
• As a follow-up to when he was at the April 6th meeting, Sheriff Kunkel will be at the work
session to continue the conversation of law enforcement and future contracts with the
City. Brad will have coverage options, potential contract lengths and budgetary numbers
to share and discuss with the council.
• Brian Shay would like to propose an ordinance change to Section 9.05, which specifically
addresses accessory buildings and structures. A common type of storage structure that is
becoming more popular are the pre-fabricated, typically plastic, less than 100 square feet
garden sheds. They can be purchased at any home improvements store. Most of these
units are either in the back yard or side yard of a property. They are mostly used to store
‘kid’ toys or simple outdoor yard toys. The Zoning Code addresses these units but they
are only allowed in the rear yard as are other accessory buildings. Brian would like to
address this within the code to allow for these small, less than 100 square feet, pre-
fabricated garden shed to be allowed in the side yard as well as the rear yard. If the
council concurs with this, I have on the regular agenda a resolution to set a public hearing
to amend the ordinance. The language of Section 9.05 is as follows:
o Accessory Buildings and Structures – No accessory building or structure shall
be erected more than 120 days prior to the time of completion of the construction
or establishment of the principal structure or use where it is accessory. Accessory
buildings and structures are limited to fifteen (15) feet in height and must be at
least five feet from any main building or property line. No accessory building or
structure may be erected in any yard other than rear year and it must occupy less
than thirty percent (30%) of the required rear yard, except for private garage,
which may occupy up to 60% of the required rear yard. Private garages must meet
minimum principal structure front and side yard requirements. Only one accessory
building, in addition to a private garage, is permitted per resident in residential
districts.
