Box 259 Tiffin, IA 52340 Re: City of Tiffin Potter Creek Trunk Sewer Capacity Improvements Project and Croell Avenue Relief Sewer Project Dear City Administrator Boldt and City Council: Hart-Frederick Consultants, P.C. (HFC) respectfully requests your consideration of our firm’s proposal for the Potter Creek Trunk Sewer Capacity Improvements and Croell Avenue Relief Sewer Projects as outlined in the Sanitary Sewer Capacity Study conducted in February 2019. • The Potter Creek Trunk Sewer Capacity Improvements includes approximately 3500 linear feet of sanitary sewer running along Potter Creek from the railroad R.O.W near Brown Street to Goldfinch Drive. Installation methods include both trenched and trenchless techniques. Casing pipes will be jacked and bored under Second Street and U.S. Highway 6, while the sewer between RJ Drive and Goldfinch Drive will be installed by pipe bursting. The new sewer will intercept and route flows away from areas which are hydraulically over capacity. The project is located mostly on property that the City owns, however an easement will be required from one property owner. The estimated construction cost is about $660,000. • The Croell Avenue Relief Sewer consists of approximately 200 linear feet of 8-inch sanitary sewer near the intersection of Goldfinch Drive. The relief sewer will divert flows from north Croell Avenue that would normally flow to the Potter Creek sewershed. Approximately 40,000 gallon per day will be diverted to a branch of the City Park sewershed, which has adequate capacity for such flows. The project can be completed within the current Croell Avenue R.O.W. The estimated construction cost is about $45,000. HFC is committed to offering cost effective solutions and flexibility to our clients. We estimate the engineering fees for the combined projects to be less than $100,000. This includes design and construction engineering, contract administration, IDOT and IDNR permitting and platting of the required easement.
