CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
July 16, 2021
• Bri Wilkerson and Frank Haege will be at the work session on Tuesday night one last time
to give the final update on the Tiffin Rec Fest. As was in the last council packet, attached
is the flyer for the event that has been circulated.
• Last week the Iowa League of Cities had another webinar updating the latest guidelines on
the American Rescue Plan funding. All preliminary paperwork required from the City to
receive its funds has been taken care of and submitted to the State. There continues to be
some ‘grey area’ surrounding what the funds can be used for. Although we hope to get
further information and clarification on the uses, attached is a document from the League
on what the funds can currently be used for. With that in mind, I’d like to brainstorm a
little on Tuesday night on some potential projects the funds could be allocated for.
• Attached are two proposals for an assessment of the law enforcement options for the City
of Tiffin as was discussed at the last work session. One is from Jon Thomas with
Workforce Solutions and the other is from Jeff Cayler with Cayler Consulting. Also
attached is some supplemental information that was sent to me from Bill Moulder with
Moulder and Associates Police Consultants. Bill does not perform consulting work any
longer but did share the two attached articles that he thought would be helpful in the
City’s process. Please review all of the attached information. If the council is ready and
comfortable making a decision to hire a consultant to perform the assessment, I have an
item on the regular agenda in order to do so.
• I will follow-up on the property located at 101 Summerhays and what the next step in that
process might be if the City still wishes to get involved.
