The tables above for 2019 and 2020 calls for service by hour show a consistent pattern and need for coverage
beginning no later than 9:00 a.m. and continuing until 1:00 a.m. This data supports coverage for sixteen (16)
hours per day or one hundred twelve (112) hours per week. The current contract for services provides for
seventy-five (75) hours per week, leaving a gap of thirty-seven (37) hours per week. Fortunately, because the
law enforcement services are provided by Johnson County, the City of Tiffin currently sees no uncovered
hours, as officers respond above and beyond the contracted hours at no additional expense to Tiffin.
Another consideration to evaluating the calls for service is from the perspective of coverage and what types of
calls are occurring. While the late evening hours and early morning hours show a decrease in the calls for
service, the types of calls for service which occur during these hours are often times more serious in nature
such as burglaries, domestic assaults, persons with weapons or fights. As a matter of protocol and safety,
these types of calls generally require a two (2) officer response. To be clear, Tiffin does not have a high
frequency of these types of calls, regardless readers of this report must differentiate between parking and
traffic complaints which more frequently occur during business hours and require less manpower to handle,
compared to the less frequent calls which require additional manpower and have higher risk which occur
typically in the late night and early morning hours.
