IV. Public Safety / Fire / Emergency Regulations
Chapter 38 – Alarm Systems & False Alarms
The alarm registration provisions have been clarified. Property owners with alarm systems must
provide at least two emergency contacts. The final language specifically states that these contacts
are for City alarm response and may be different from contacts required by the Fire Code or used
for fire alarm/suppression monitoring. The chapter also clarifies:
• Registration requirements for multiple-use buildings.
• Responsibility of property managers versus tenants.
• False-alarm service charges.
• The ability to pursue unpaid charges through the District Court.
Chapter 41 – Fireworks
The fireworks provisions have been updated to reflect current State law. The final Code
establishes:
• Consumer fireworks sale requirements.
• Restrictions on sale to persons under 18.
• Permitted dates for use.
• Permitted hours of use.
• Specific extended hours around July 4 and New Year's Eve.
The final draft also incorporates the State-law consumer fireworks framework rather than relying
on older City language.
V. Building & Development Standards
Chapter 155 – Building Codes
This is probably the largest substantive section of the codification. The City is updating Chapter
155 to formally adopt the 2024 editions of:
• International Fire Code
• International Building Code
• International Residential Code
• International Property Maintenance Code
The State Plumbing Code, State Mechanical Code, State Electrical Code, and State of Iowa
Energy Conservation Code are also incorporated. The previous drafts had substantial discussion
with the codifier about how the various International Codes were adopted and amended. The
final draft separates the adoption and amendment provisions into individual sections, making the
Code much easier to administer. For example:
• 155.02 – Adoption of 2024 International Fire Code.
• 155.03 – Amendments to International Fire Code.
• 155.04 – Adoption of 2024 International Building Code.
• 155.05 – Amendments to International Building Code.
• 155.06 – Adoption of 2024 International Residential Code.
• 155.07 – Amendments to International Residential Code.
• 155.08 – Adoption of 2024 International Property Maintenance Code.
• 155.09 – Amendments to Property Maintenance Code.
