II. City Government & Administrative Structure
Chapter 17 – City Council
Section 17.05 – Appointments - The Council's appointment authority is clarified. The final draft
specifically identifies the officials/bodies the Council appoints, including:
1. City Clerk
2. City Attorney
3. Planning and Zoning Commission
4. Board of Adjustment
5. City Engineer
6. Board of Appeals
This also removes some uncertainty identified in the earlier drafts regarding whether positions
such as the Fire Marshal or Building Official should be included in the Council's appointment
list.
Chapter 18 – City Clerk
Chapter 18 was revised from “City Clerk/Administrator” to “City Clerk.” The City Clerk
provisions were separated from the City Administrator duties and authority. References to the
combined City Clerk/Administrator position were removed or revised as appropriate.
Chapter 20 – City Attorney
Section 20.06 – Provide Legal Opinion - The City Attorney's responsibilities are clarified to
specifically include providing advice or written legal opinions regarding City contracts and
questions of law submitted by the Mayor, majority of Council, or City Administrator.
Chapter 21 – City Administrator (New)
A completely new Chapter 21 was created establishing the City Administrator position as a
separate municipal position. The new chapter establishes the City Administrator’s duties,
responsibilities, authority, and role within the City’s administrative structure. Because a new
Chapter 21 was inserted, all subsequent chapters were renumbered as necessary. Related chapter
and cross-references were updated throughout the Code.
Chapter 23 – Planning & Zoning Commission
Section 23.04 – Compensation - The earlier Code provided that Planning and Zoning
Commission members served without compensation. The final draft instead provides that
members may receive compensation as provided by the Council, with actual expenses subject to
Council approval.
III. Library Board
Chapter 22 – Library Board of Trustees
The library chapter has been updated to reflect the Springmier Community Library name. The
earlier draft contained an inconsistent reference indicating the Board consisted of ten members.
The final draft removes that language and states that three board members are appointed by the
Mayor with approval of the Council. The final draft also retains the existing six-year staggered
terms and no-compensation provision for Trustees.
