another single- family dwelling on an adjacent lot and that shares a common
boundary line and a common wall with the adjoining single-family dwelling.
Each such dwelling must have separate utility services.

165.06 PARKING AND LOADING REQUIREMENTS.
1. Bicycle Parking Requirements. When bicycle parking is required within this
section the number of required spaces may be expressed as a whole number or as a
percentage of the required number of vehicle parking spaces required. When required
bicycle parking shall also meet the following requirements:
A. When required the minimum number of spaces required shall be four.
B. When the number required exceeds 50 spaces, all additional spaces
shall be required at 50 percent of the calculation provided for that use.
C. When the location of the proposed use is such that access by bicycle
may be challenging or difficult the owner may request a review by the Zoning
Administrator to reduce the number of required spaces. Following a review
the Zoning Administrator may grant a reduction in the number of required
bicycle spaces with the following requirements:
(1) The reduction in spaces shall be limited to 50 percent of the
required number according to this section.
(2) Any reduction shall be in the form of a deferral, not as an
elimination of the need to provide. A deferral shall provide time to
see if the use and conditions limiting bicycle traffic change thus
requiring the property to meet the full requirements of this section.
(3) Any deferral shall require that the space required to meet the
full requirement of this section be reserved for future implementation
of bicycle parking as may be required in the future.
(4) The area reserved shall be maintained by the property owner.
(5) The property owner shall agree to and enter into an
agreement with the City acknowledging their understanding and
agreement that the City shall review the use of property over time and
that in the future the owner agrees, should the City provide
notification of such, that they will install the additional required
bicycle parking to meet the guidelines of this section. The agreement
shall be recorded and shall bind the owner and all their successors and
assigns.
2. Handicapped Car Parking. Where handicapped parking spaces are required
by State law, a minimum of two percent of the vehicle capacity of the off-street
parking area shall be so designated by the proper signs and insignia.
