AGENDA ITEM # K-5 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: September 10, 2026 AGENDA ITEM: Discussion and Consideration to Approve a One-Time Water and Sewer Adjustment – 1201 Moon Flower Avenue #104 – Motion to Approve ACTION: Motion Background Aja Baker applied for a one-time water and sewer adjustment on August 30, 2026. The application states that water was continuously running in the toilet, resulting in higher-than- normal water usage and increased utility bills. The City's ordinances allow the City Council, upon application and at its discretion, to provide a one-time adjustment for water and sewer charges when a customer's usage is abnormally high. The adjustment is limited to $250 for water and $250 for sewer, for a maximum combined adjustment of $500. The customer's recent water consumption is substantially higher than the established average, and the applicant has identified a continuously running toilet as the cause of the increased usage. The requested adjustment falls within the City's existing one-time adjustment policy. Because the calculated water and sewer adjustments exceed the ordinance's individual limits, staff recommends applying the maximum allowable adjustment of $250 to water and $250 to sewer. Approval of the adjustment would reduce the customer's outstanding utility balance by $500. The adjustment would be considered the customer's one-time adjustment under the applicable ordinances. Recommendation Staff recommends that the City Council approve a one-time water and sewer adjustment for 1201 Moon Flower Ave #104, in the maximum amount permitted under City Ordinance No. 2017-398 and Ordinance No. 2017-399.
