K-5 - Community Cat League Renewal Proposal - 2022

City of Tiffin TNR Program Proposal for 2022 Community Cat League (CCL) proposes to maintain the citywide Trap-Neuter-Return Program for the City of Tiffin, with the purpose to humanely bring about stabilization and control of the free-roaming cat population. This proposal includes a description of the offered TNR services and the associated costs to the city. It operates in conjunction with changes to city ordinances as approved in a previous council session. PROGRAM DESCRIPTION The TNR program combines the efforts and resources of local organizations, clinics and volunteers to conduct TNR events and develop Community Cat Caregivers in Tiffin. Community Cat League will provide the following services, specifically: 1. Data collection: Gathering statistics on the number of free-roaming cats in Tiffin will aid in project planning and provide a baseline to assess results. Reported sightings of free-roaming cats with identification and location information will be obtained through phone calls and emails from residents, city officials and local animal care organizations. 2. TNR Training and Educational Workshop for residents and Community Cat Caregivers if interest noted 3. Organized TNR events, conducted by trained master trappers and resident volunteers, which include trapping, transport, hold for recovery, and return 4. Coordination of clinic services and cost oversight 5. Supervision and coordination of UNASH funding vouchers for surgeries 6. Updates and reporting to the city council 7. Retrieval and return of ear-tipped Community Cats to the colony if impounded by animal control, or surrendered to a clinic or shelter. PROGRAM COST The average cost per cat to the City of Tiffin for TNR services, minus the UNASH subsidy for surgeries, is $45.
