Seniority with the Department; Whether members seeking the award have additional semesters of coursework to complete; and Whether the member has received or is receiving a higher education award in the applicable semester. The Program Manager (Fire Marshal) will make awards starting with the most senior member. That member will not be eligible for the award if there are multiple applicants and insufficient funds. The Program Manager will proceed down the list and apply the factors as needed. If there are multiple applicants, awards may be made until all funds are exhausted in the applicable semester by seniority unless the factors weigh in favor of another applicant. A member who is selected for an award would be awarded for a max of 3 semester hours and then the Program Manager proceeds to the next person on the list until all available hours have been allocated and distributed. If the member successfully completes the course(s) and provides proof and receipts to the Program Manager, then the City will issue a check to the member. Disposition of Remaining Funds Funds remaining unclaimed or unused under the tuition assistance program, whether in the books/lab fees activity or the tuition costs activity, from one semester may be rolled over to the next semester in the same SAFER year. For example, if no members use either activity during the fall semester, the budgeted funds may be rolled into the spring semester for use in those applicable categories. Alternatively, funds remaining in a semester may be transferred to another grant activity in accordance with FEMA rules and regulations. Funds remaining unclaimed or unused under the tuition assistance program, whether in the books/lab fees activity or the tuition costs activity, at the end of a SAFER year may be rolled over to the tuition assistance program for the next SAFER year. The Program Manager, Grant Administrator, and City Finance director will coordinate and update the grant budget as needed. 5
