meeting established benchmarks, and to provide programs to help recruit new members and retain existing members. To that end, the Department will provide a non-uniform clothing award program under the 2021 SAFER grant award during the period of performance, which may be supplemented by City funds on an as-needed basis. The non-uniform clothing award consists of three sections: certifications, call performance, and exceptional service. Additional sections may be added at a later date by the Grant Administrator. Awards under this grant activity for certifications will be made throughout the year. Awards for call performance will be made based on criteria during a month, quarter, and year. Awards under the exceptional service section will be based upon merit and made on an as needed basis on a rolling basis throughout the period of performance. The three-person award panel will render a written decision as to whether an exceptional service award will be made within 60 days of the member’s act giving rise to the award nomination or consideration. Nothing in this program guarantees a member an award. All awards are subject to the availability of funds during the period of performance and items to award. Items may be substituted within the discretion of the Grant Administrator. Members may be disqualified for this program for good cause. A member’s award may be revoked for good cause. In the event that a recruit or member fails to fulfill the stipulations or requirements of the awarded incentives, the award will not be made. Certifications Award Eligibility To be eligible for the non-uniform clothing certification award program, the recruit or member must attend and complete the classroom training for the requisite certification, receive certification from the Iowa Fire Service Training Bureau or Iowa Bureau of EMS and provide a copy of the certification to the Program Manager (Fire Marshal), and meet minimum operational response requirements during the applicable period. A recruit who joins the Department with at least Firefighter I or Emergency Medical Technician certification will be awarded a t-shirt upon successful completion of the minimum training requirements and written approval to begin operational responses. A member who completes Firefighter I or Firefighter II certification will be awarded a t-shirt for each certificate earned. A member who completes EMT certification will be awarded a polo shirt and may choose between a long sleeve and short sleeve t-shirt.
