PROJECT UPDATE  A Review of MSA Projects in Your Community City of Tiffin, IA CLIENT LIAISONS: Kevin Bailey, PE / Jake Huck, P.E. Office: 319.364.4773 Cell(s): 319.855.8392/ 563.542.6571 [email protected] / [email protected] DATE: June 2, 2023 ON-GOING PROJECTS North Park Road Improvements The Concept Statement was submitted to the IowaDOT on 3/21/2023. The Phase I Archaeological survey was completed and submitted to MSA on 5/2/2023. Wetland delineation will occur between late June to early July. MSA staff presented a project update to the council during the May 16th work session. At this work session, members of the design team discussed potential access improvements with the council including a new roundabout near the middle access point to the school property on the east side of the road. With council onboard with the concept, MSA evaluated potential vehicular circulation improvements to the school parking lots. Concepts were prepared and discussed with City staff on 5/25/2023. Further conversations with the school district regarding the roundabout and potential parking lot improvements are forthcoming. Highway 6 Concept and Cost Estimate A planning meeting was held on 4/13/2023 with city staff, IowaDOT and MSA to discuss U.S. Hwy 6 planning efforts. The funding source from the DOT is now for a full construction pushing construction out to possibly 2027. Also, MSA will be performing additional design for storm water conveyances, roadway rural section and urban section design and subsequent impacts to right-of-way, and culvert extension improvements along this section of Hwy 6. These designs and resulting cost estimates will be provided to the City and IowaDOT in July so programming of the funds for reconstruction can begin. The Professional Services Agreement for this work is on the agenda for council approval. Finally, discussions continued regarding the short-term improvements necessary to facilitate a connection at Kimberlite Street. The IowaDOT discussed the “temporary” improvements that would need to be constructed until the reconstruction project occurs. Comprehensive Water System Evaluation An in-person project update will be presented to council at the meeting on 6/6/2023. Trail Connection between Roundabout and Parking Lot Storm water calculations are being completed for this project in conjunction with the North Park Road storm water calculations since the trail project lies within the same floodplain as the southern portion of North Park Road. The sizing of storm pipe along the south side of the roundabout for the trail is currently being evaluated. The additional topo survey for the southern portion of the trail connection near the tennis courts has been completed. The 60% plans for this project are nearing completion. These plans will be reviewed with the City in June along with the cost estimate. PROJECT UPDATE Page 1 of 2
