RE: 2021 International Fire Code with Amendments and Fee Schedule
DATE: June 1, 2023
Dear Mayor and Councilpersons,
I would like to take this opportunity to thank you for your support of life safety of our citizens, individuals
visiting or staying in our community.
The Tiffin Fire Department is proposing the adoption of the 2021 International Fire Code with amendments.
The Tiffin Fire Department has worked hard with our neighboring jurisdictions (North Liberty, Iowa City and
Coralville) to be consistent with fire code enforcement with this adoption. These amendments provide specific
sections of the International Fire Code model code language as a part of the overall adoption process.
The new amendments reflect modifications of new code sections that have been added to the International Fire
Code model code language since the 2018 International Fire Code previously adopted by the City of Tiffin.
The Tiffin Fire Department is also proposing a resolution to establish a new general guideline to assess fire
department fees which mirrors our neighboring jurisdictions of North Liberty. These permits and fees are
established based on five categories: operational, construction, inspection fees, hazardous materials response
fees, and other fees. The operational permits provide the Fire Code Official the opportunity to inspect the
hazardous use or storage and become aware of these target hazards within the community and ensure all fire
and life safety concerns are addressed while conducting operations. The construction permit ensures that
contractors meet the requirements of the fire code. The inspection fees are used to offset the cost of conducting
multiple inspections and system testing at the same location, which are outside of the normal operation, or
results in multiple re-inspections. The hazardous materials response fee is a rate based on the Hazardous
Materials Response Billing Protocol for Iowa Fire Departments, current edition, and the FEMA Schedule
Reimbursement Rates to allow for reimbursement of apparatus used, equipment used, personnel time, and
damage or repairs to equipment. The last is other fees which are used for administrative use.
Again, thank you for your support in the Tiffin Fire Department. Any additional information or questions on
the 2021 International Fire Code with Amendments or fee schedule may be obtained from the Tiffin Fire
Marshal, Bill Erb at [email protected].
