III. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably or safely negotiate the intersection unless conflicting cross traffic is also required to stop; and • Sight distance is reasonably good at the intersection. A driver, after coming to a complete stop, can see conflicting traffic and safely negotiate the intersection; therefore, Optional Warrant III is not met. IV. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection. • While Goldfinch Drive (collector street) and Potter Street (local street) have different road classifications, they do have similar design and operating characteristics. Goldfinch Drive is a primary east/west collector street carrying traffic west of Roberts Ferry Drive and east of Croell Avenue, though it only carries approximately half of the entering traffic (55%) at the intersection. Adding multi-way stop control to the intersection may improve the level of service for north and southbound movements at the intersection; therefore, Optional Warrant IV is met. <table> <tr> <th>Warrant</th> <th>Description</th> <th>Warrant Met?</th> </tr> <tr> <td>A</td> <td>Interim Measure for Traffic Signal</td> <td>N/A</td> </tr> <tr> <td>B</td> <td>Collision History</td> <td>No</td> </tr> <tr> <td>C1</td> <td>Major Street Vehicle Volume</td> <td>No</td> </tr> <tr> <td>C2</td> <td>Minor Street Ped, Bike, and Vehicle Volume</td> <td>No</td> </tr> <tr> <td>C3</td> <td>85th Percentile Speeds</td> <td>N/A</td> </tr> <tr> <td>D</td> <td>80% of Criterion B, C1, and C2</td> <td>No</td> </tr> <tr> <td>Optional #1</td> <td>Control Left Turn Conflicts</td> <td>No</td> </tr> <tr> <td>Optional #2</td> <td>Control Vehicle/Pedestrian Conflicts</td> <td>No</td> </tr> <tr> <td>Optional #3</td> <td>Sight Distance & Visibility</td> <td>No</td> </tr> <tr> <td>Optional #4</td> <td>Improve Residential Area Op Characteristics</td> <td>Yes</td> </tr> </table> Table 2: Summary of All-Way Stop Warrant CONCLUSION After analyzing the MUTCD all-way stop traffic control warrants, none of the letter warrants are met at the intersection of Goldfinch Drive and Potter Street. The intersection does not attract the minimum vehicular volumes required to warrant alternative traffic control nor does the collision history indicate a significant safety concern. While none of the letter warrants are met, optional criteria four (improve residential area operating characteristics) is met as the traffic volumes are balanced on all legs of the intersection. That said, because the traffic volumes are very low and the area to the east is under development, we recommend the City of Tiffin use engineering judgement in addition to the data presented to determine if an all-way stop would significantly improve the intersection’s operating characteristics. The satisfaction of a warrant does not in itself require the installation of all-way stop control. Staff is available to answer any questions concerning this study.
