CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
November 16, 2023
• Assuming there are no additional comments on the attached draft of the Water
System Q & A document, we will get it posted on the City’s website and Facebook
page.
• Attached are pages from the Budget Special Report from the Iowa League of Cities.
I will go over this in more detail on Tuesday night and in a lot more detail during our
budget process after the first of the year. However, the attached information talks
about the changes to the property tax system as result of HF718, next year’s
residential rollback percentage (46.3428% - lowest since FY 2007) Road Use Tax
(RUT) projections and the change in Local Option Sales Tax (LOST) distribution. As
I’ve mentioned before, the changes from the last legislative session will present
challenges to our budget that we have not seen before. In the past, the council has
typically designed one (maybe two) special meetings solely for discussion on the
budget. Please be prepared to have at least that many meetings this year to cover and
understand all that will need to go into this year’s budget.
• Item I-3 – The Preliminary Plat approval for Prairie Heights is the existing Prairie
Heights Residential OPD Development that is going through the platting process
again to be able to create individual lots for each of the units within the OPD. This is
something the City has approved with the last two subdivisions submitted for
approval as it has to do with bank financing. Nothing else within the subdivision
changes. However, since it’s an OPD, and per the ordinance is not considered a
minor change, the approval needs to go back through Planning & Zoning and to the
City Council. Brian Shay will be at the meeting to answer any questions.
• Item L-3 – Included in the packet for the council’s review is the City’s Annual
Financial Report. This document is due to the State on December 1st. Unlike the
annual street report, TIF certifications and the budget, this report does not require
council approval. The report just needs to be published and presented or distributed
at a council meeting.
• Just an FYI, the City’s Auditors were here last week to conduct the FY 2022-2023
audit. Everything went well and we should have a preliminary draft from
BerganKDV within the next four weeks. They will be at the December 19th council
meeting to give a short presentation of the process and findings.
• Just a friendly reminder that I will be out of the office on Friday, November 17th
through Wednesday, November 22nd. I will still be available though by e-mail, phone
or text and will Teams into the Council Meeting on Tuesday night.
• Just another friendly reminder, City Hall will be closed on Thursday, November 23rd
and Friday, November 24th for Thanksgiving.
