CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
January 12, 2024
• Katie Reierson will be at the work session to review with the council the City Logo
options she and Lexi Luneckas have come up with as a result of the brand identity survey
each of you completed.
• At the December 5th council meeting we briefly talked about the potential changes that
will need to be made to the 28E agreement for the Springmier Library as a result of the
December Library Board meeting and the retirement of Kris Petersen. At this meeting,
there was a representative from the State Library Association who discussed the process
and procedure moving forward in reference to both the State Code and the City’s Library
Ordinance. This was a very good meeting which Dr. Seymour and I followed up on to try
and draft a revised 28E agreement. Attached is the draft agreement, Section 392.5 of the
State Code and Chapter 21 of the City Code. Crystal and I discussed it on Friday and
although we do not have a rent amount determined yet (item #2 – draft agreement) we
would like to have the council review this document so it can be on the next regular
agenda. With its potential approval, the City can proceed with hiring a Library Director
(Kris’s replacement).
• Wednesday of this week we got the 2023 taxable valuations for the FY 2024-2025 budget.
The actual valuation increase was 13% but with the changes from HF 718, the City will
only be able to recognize a valuation increase of 10%. At this point, I do not know what
this increase will do to the levy rate, but as we have done for the last eight years, I will
target a levy rate of $11.80.
