CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
March 1, 2024
• Item K-4 – This agreement with MSA continues to allow the City to take the lead on
the Highway 6 widening/reconstruction project. I am waiting to hear back from the
DOT on the specific cost share of the project which would include the construction
inspection portion as well. I hope to have that information by Tuesday night but
regardless, the approval of this agreement continues to keep this project moving
forward.
• The Potter Creek Interceptor Sewer Project is substantially complete. A general
walk-through took place on Monday and a small punch list of items was created.
Most of those items have been taken care of (i.e. Item K-2) and the few items that
remain should get resolved within the next couple of weeks. Final grading and
erosion control is scheduled for next week.
• I have not received the Memorandum of Agreement from the Census Bureau yet. I
was hoping to get it for this meeting so the council would have plenty of time to
discuss it as the quote is only good until April. However, I anticipate receiving it for
the March 19th meeting. I was able to confirm with the State that the potential impact
of the special census on RUT revenues will take place immediately after the new
population numbers are reported. The City will not have to wait until the following
fiscal year for the increase to take place.
• Just FYI, I misspoke at the last council meeting where I was hoping to have on the
work session agenda the review of the updated wage study from Hinson Consulting.
Although I have reviewed the study with Brent Hinson and we believe all the findings
and comparisons are accurate, I have not reviewed the document with any
representatives of the collective bargaining unit. I am scheduled to do that next week
which means this should be ready for council review in April.
• Friday was the kickoff meeting with Retail Strategies. The meeting went really well
and we are all very excited to get started with them. We discussed their next steps
with the City, timelines, expectations, preparing for the ICSC conference in May and
how their information will be communicated with the City. I will have more
information to share about this on Tuesday night.
• Included in the packet under L-1 and L-2 are the annual reports for the Building
Department and the Parks and Recreation Department. Brian and Frank will be at the
meeting Tuesday night to discuss and review the reports with the council and to
answer any questions.
• Just a friendly reminder, I will be out of the office March 6th – 13th. I will still be
available by e-mail, phone or text.
