DEVELOPER'S AGREEMENT TIFFIN HEIGHTS WEST THIS AGREEMENT, made by and between the City of Tiffin, Iowa, a municipal corporation, hereinafter referred to as "City," and GHS Development, Inc., hereinafter referred to as "Developer." SECTION 1.
