CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
August 3, 2024
• Johnson County received an application from Jeff Carew to amend its Future Land Use
Map for approximately 45 acres of land located about a quarter of a mile west of Tiffin’s
city limits (property addressed as 2367 Highway 6 NW). The application is to amend the
Johnson County Future Land Use Map from primarily agricultural future land uses in that
area to a residential future land use category that would allow for future residential zoning
and development. According to the applicant’s concept, potentially more than 50 lots
could be developed. According to Tiffin’s Future Land Use Map, this is in an area
identified for future commercial uses in Tiffin after future annexation. Brian Shay and I
met with Johnson County to talk about the concept as they would like to relay the City’s
comments and/or concerns to the County’s Planning & Zoning Commission and Board of
Supervisors to avoid any potential conflicts that might surface in the City’s extra-
territorial review (which would come later in the process). For your review and
discussion on Tuesday night, attached is the application, subdivision concept and Tiffin’s
Future Land Use map.
• As was previously discussed and requested, attached is a parking lot expansion concept
and cost estimate for the parking area in the Jim Bartels City Park east of the park
entrance that parallels Highway 6.
• At the last council meeting there was a discussion of potential speed limit modifications
on some of Tiffin’s arterial and collector streets. The direction given was to identify the
areas of concern, discuss them with Johnson County Sheriff’s Department and Sargeant
Hynes and then have a discussion/recommendation(s) at a following meeting. As of right
now, suggested areas identified are Forevergreen Road from Boardwalk Avenue to Croell
Avenue and North Park Road from Aster Drive to Oakdale Boulevard. If there are other
areas of concern, please contact me so I can generate a more complete list or bring your
suggestions to the work session.
