CITY OF TIFFIN - COMMUNITY RECREATION CENTER Construction Manager @ Risk - Evaluation Summary Release Date: November 15, 2024 Summary: On Tuesday, November 5th, Statement of Qualifications (SOQ) were received by the city of Tiffin. All 10 firms that submitted statements were deemed qualified and were issued a Request for Proposal (RFP) on Tuesday, November 6th. Eight (8) Proposals were received on Tuesday, November 12th. The SOQ’s and Proposals were reviewed and evaluated by a 5 member committee (2 Council Members, 2 City Staff, Mayor). SOQ’s were scored on a 100 point scale, and Proposals were scored on a 75 point scale. The committee elected to score SOQ’s with 5 point increments and set the average score for each at half of the total category points. Higher or reduced scores were based on how well the information submitted related to the RFQ sections and other submitting firms. Proposals were scored in 5 point increments based on ranking combined fee total utilizing a $9.5 Million budget.
