CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
June 28, 2024
• After a brief discussion at the last council meeting, I wanted to circle back on the City’s
approval and implementation of Ordinance No. 2024-509 – Single-Purpose Water Meters
(which no longer allowed the second meter). It was requested we come up with a
potential ‘meter buy-back’ program for those who would like to have their second water
meter removed. We’ve talked to our meter supplier. As we suspected, the information
given had a wide range of value. For example, a meter from 2018 would only be worth
$35 as there is very little warranty left on it and it’s a meter the City has phased out. A
newer meter however, such as from 2022, would be worth $219 and a 2024 meter would
be worth $320. Also following the meeting, it was requested the City get a bid or quote
from a certified plumber on the cost to remove and replumb the second meter. We
received two quotes. Both quotes averaged about $500 for the work. I’d like to put all of
this together and create a policy for how the City would like to implement the ordinance
(as we do still have requests for the second meter) and how we should handle requests to
remove the second meter.
• To be included in the packet for review on Monday will be a draft of a job description for
an Assistant City Administrator’s position.
• Attached is a mock drawing of some potential improvements for Woodfield Park to
address the mulch runoff issue that happens during heavy rain events. The proposal
would be to eliminate a large section of sidewalk (thick black lined area) along the north
side of the park to allow for the area to be regraded. We would reconnect the sidewalk
with the area shown by the red line. The green circles and green lined areas are both
current and proposed drainage areas and structures. This work would all be done with our
Public Works Department staff. Brian Detert will be at the meeting on Tuesday night to
further discuss the proposed work.
