300 Railroad St. PO Box 259 Tiffin, IA 52340 P. 319-545-2572 F. 319-545-4147 www.tiffin-iowa.org Single-Purpose Water Meter Elimination Policy Purpose: With the passage of Ordinance No. 2024-509, the City of Tiffin eliminated the use of the single-purpose water meter or irrigation meters. The single-purpose water meter will no longer be allowed for single-family or two- family homes. Single-purpose water meters will still be allowed for townhomes, condos or multi-family residence but will get charged the same sewer base rate and sewer usage rate as a regular water meter. There will be no sewer base rate or sewer usage rate forgiveness for the second meter. Application: The City Council recognizes the potential inconvenience of Ordinance No. 2024-509. Because of that, the City is offering a ‘meter buyback’ program for residents who would like to have the single-purpose water meter removed from their home to avoid the second sewer base rate charge and the sewer usage rate associated with the second meter. To take part in this program, the individual listed on the utility account with the second water meter will need to fill out a permit with the City. There will be no charge for the permit. It will simply be used as record of the work being done and allow for the City to inspect the work once it’s completed. The utility account individual will need to coordinate with a licensed plumber to have the second water meter properly removed. Once that work has been done, the City will need to be notified to set up an inspection of the work. Upon a successful inspection, and the second water meter has been turned into the City, a $200.00 credit will be applied to the individual’s utility bill and all future monthly charges associated with the second meter will be removed The meter buy back program will be in effect for 60-days past notification to the utility customer. For those customers who do not participate in the buyback program, once the 60-days has passed, the second sewer basic rate and sewer usage rate will be charged on that customer’s utility bill at the next billing cycle. Approval: This policy will be in effect with City Council approval at the July 16, 2024, council meeting. Attest: __________________________ __________________________ Mayor Deputy City Clerk
