AGENDA INFORMATION
TIFFIN CITY COUNCIL COMMUNICATION
DATE: August 29, 2025
AGENDA ITEM: Discussion and Consideration of Change Order #9 – Boomerang Corp –
North Park Road Improvements Project
ACTION: Motion
Approval
Scope of Change
This change order adds three new bid items to ensure compliance with NPDES permit
requirements for stormwater intake protection:
1. Grate Intake Sediment Filter Bag (EC-604) – 5 units at $192.50 each
2. Maintenance of Grate Intake Sediment Filter Bag – 5 units at $5.50 each
3. Removal of Grate Intake Sediment Filter Bag – 5 units at $5.50 each
These items are necessary for protecting grated intakes (I-07, I-09, I-11, I-12, I-13) not covered
by existing open throat sediment filter bid items.
Cost Justification
All unit prices were reviewed and found to be reasonable based on recent bid tab analyses:
• Grate Intake Bags: $192.50/unit is above the average ($148.38) but well below the max
($450.00), including a 10% contractor markup.
• Maintenance and Removal: $5.50/unit is significantly below average and maximum bid
prices.
Recommendation
Staff recommends approval of Change Order #9 in the amount of $1,017.50 to Boomerang Corp.
for the addition of stormwater intake protection items required for NPDES compliance. The
change is minor, federally eligible, and necessary for environmental permit adherence.
