AGENDA ITEM # K-3 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 28, 2025 AGENDA ITEM: Discussion and Consideration to Approve a Contract with Flock Safety for License Plate Recognition System ACTION: Motion Purpose Approval To seek City Council approval to enter into a 36-month contract with Flock Group Inc. for the purchase, installation, and support of a License Plate Recognition (LPR) system to enhance public safety and law enforcement capabilities in the City of Tiffin. Background The City has been evaluating technology solutions to support law enforcement in crime prevention and investigation. Flock Safety provides a proven LPR system that captures vehicle data using solar-powered, LTE-connected cameras with real-time alert capabilities. The system is widely used by law enforcement agencies across the country. Proposal Summary The proposed contract includes: • 10 Flock Safety LPR Cameras (Falcon model) • Flock Safety Platform Access for unlimited users • Professional Services for installation and implementation • MASH-tested pole installations for compliance with DOT crashworthiness standards Contract Details • Vendor: Flock Group Inc., Atlanta, GA • Term: 36 months • Year 1 Cost: $38,900 (includes hardware, installation, and first-year subscription) • Annual Recurring Cost (Years 2 & 3): $30,000/year • Total Contract Value: $98,900 (excluding taxes) Recommendation Staff recommends approval to enter into a contract with Flock Group Inc. in the amount of $98,900 for a 3-year term to implement a citywide LPR system.
