City of Tiffin October 30, 2025 PROJECT UPDATE NORTH PARK ROAD IMPROVEMENTS – JAMES WATTERS During the week of October 20th, Boomerang mobilized equipment to the site and informed MSA that crews would be “moving some dirt around” on the west side of the road south of Mopar Drive. It was later observed that previously installed erosion control measures had been removed, and grading had occurred within the blue line stream area. This work proceeded without prior notification to MSA staff and without the installation of erosion control measures required by Iowa DNR and Army Corps of Engineers permits. As a result, a notice of noncompliance was issued. MSA made further efforts to contact Boomerang project managers to better understand the intent of the work. However, no explanation was received, and work continued without the necessary erosion control measures, leading to a second noncompliance notice and an associated fine. On the morning of October 27th, a meeting was held with Boomerang project managers to clarify erosion control requirements for the site. Rock check dams were agreed upon as the appropriate measure to prevent sediment pollution of the stream. As of October 30th, the rock check dams have been installed. MSA staff will continue to monitor the site and conduct weekly erosion and traffic control inspections throughout the winter. Boomerang will be notified if any corrective actions are needed to maintain compliance with permit requirements and traffic safety. Recent work and future work in the month of November is not expected to affect traffic on North Park Road. Payment Applications will be submitted each month throughout the winter when work has been done. If no work is done, the City will be informed that no Payment Application is required. VILLAGE DRIVE & ROBERTS FERRY ROAD SIGNAL DESIGN – CHAD WAGNER MSA has completed the preliminary operations analysis, which is currently under internal review. The initial study findings will be shared with the City within the next two weeks. A meeting with the City will be scheduled for early November. Preliminary signal pole locations and signal head placements are being discussed based on the study’s initial findings. PROJECT UPDATE Page 2 of 4
