AGENDA INFORMATION
TIFFIN CITY COUNCIL COMMUNICATION
DATE: November 14, 2025
AGENDA ITEM: Discussion and Consideration of Change Order #9 – Original Town Phase 3
ACTION: Approval
Overview
This report is submitted for Council consideration of Change Order Request No. 9 for the Tiffin
Phase 3 Reconstruction Project, submitted by Rathje Construction. The request proposes the
addition of a new bid item for Full Depth 9" PCC Patches, which was not included in the original
contract.
Background & Justification
The original bid item (#43) specified HMA Standard Traffic, ½" mix for full-depth patches.
The field conditions required the use of 9" PCC patches instead, as shown on sheet O.01 (HFC-
592), totaling 272.3 SY. The alley at Hwy 6 was excluded due to a utility conflict. The PCC
patch work is more labor-intensive and includes hand installation of epoxy-coated rebar dowels
and rigid dowel bars, requiring additional time and effort.
The proposed change includes:
Addition of PCC Patch Item:
• 272.3 SY @ $165.00/SY = $44,929.50
Deducts from Existing Items:
• Excavation Class 10: -$584.55
• Modified Subbase: -$1,818.60
• PCC 9": -$21,239.40
• Pavement Removal: -$2,450.70
• Total Deducts: -$26,092.89
Recommendation
Staff recommends approval of Change Order Request No. 9 in the amount of $18,836.61 to
add the Full Depth 9" PCC Patch item to the contract for the Tiffin Phase 3 Reconstruction
Project.
