RESOLUTION NO. 2026-049 A RESOLUTION TO MODIFY THE CITY OF TIFFIN FIRE DEPARTMENT STIPEND PROGRAM TO ALIGN WITH THE ADDITION OF EMS DIVISION OF THE FIRE DEPARTMENT WHEREAS, the City of Tiffin, Iowa, maintains a Fire Department Stipend Program to provide compensation for department leadership responsibilities, emergency response, training, meetings, station availability, and other approved service commitments; and WHEREAS, the City Council adopted Ordinance No. 2026-530, establishing an EMS-only division within the Tiffin Fire Department; and WHEREAS, the establishment of the EMS-only division necessitates corresponding updates to the Fire Department Stipend Program to address compensation for EMS-only personnel, including call- response stipends and scheduled station or standby time; and WHEREAS, the revised Tiffin Fire Department Stipend Program dated October 16, 2026, establishes EMS-only response stipends based on certification level and provides a station-time incentive of $7.00 per hour, subject to program requirements and approval; and WHEREAS, the revised program also updates certain department officer stipend provisions, fire response provisions, training and meeting compensation, and incentives administered through the SAFER program; and WHEREAS, the City Council finds that it is appropriate to formally approve the revised stipend program to reflect the department's organizational structure and establish the applicable compensation provisions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tiffin, Iowa, as follows: Section 1. Approval of Revised Stipend Program. The revised Tiffin Fire Department Stipend Program dated October 16, 2026, attached hereto and incorporated herein by reference, is hereby approved. Section 2. EMS-Only Division Compensation. The approved stipend program establishes separate EMS-only response stipend rates based on provider certification and an EMS-only station-time incentive of $7.00 per hour, subject to the eligibility, scheduling, approval, and other requirements set forth in the program. EMS-only station- time incentives shall be funded by the City and shall not be charged to the SAFER program. Section 3. Related Stipend and Incentive Provisions. Approval of the revised program includes the updated department officer stipend provisions, fire response stipend provisions, training and meeting compensation, and applicable SAFER station-time, duty officer, and coverage incentives as set forth in the approved program. Section 4. Administration. The City Administrator and Fire Department administration are authorized to administer the approved stipend program in accordance with its provisions, applicable City policies, available funding, and applicable SAFER program requirements.
