AGENDA ITEM # E-6 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 15, 2026 AGENDA ITEM: Approval of Pay Application #5 – Cornerstone Excavating, Inc – Earth Stockpile Spread Project ACTION: Motion Background The City has received Pay Application No. 5 from Cornerstone Excavating, Inc., for the Earth Stockpile Spread project in Tiffin, Iowa. The application is dated September 24, 2026, and reflects the completed contract work and approved change orders. The original scope of work included Class 10 excavation, fertilizing and mulching, silt fence installation, project management, and mobilization. Approved change-order items include junk ditch cleanout and excess Class 10 excavation, additional silt fencing and silt fence removal, hydraulic seeding and mulching, stormwater pollution prevention plan (SWPPP) management and inspections, site regrading, and related credits for items not completed.
