Thepurpose istoestablishguidelines forthepresentation ofstaff and/orcouncilreportsduringanycouncilmeeting, ensuring clarity, efficiency, and compliance withtheStateofIowa’sOpenMeetings Laws. Department Headsshallprovide updates ontheirrespective departments duringthecouncilmeetings. CityCouncil Members andStaffshouldbeconciseandlimitedtoamaximum of5-10minutes. City Council reportsmayencompass updates fromanyboards, commission, orcommittees attended byCouncil members, aswellasconcerns raisedbyresidents andobservations or concernsfromtheCouncilitself. Councilmembersmayaskquestions toseek understanding andclaritybutshouldrefrainfromdeliberation ordiscussion. Reports presented atacouncilmeeting shouldnotrequire anydiscussion. Anyitemthat necessitates discussion mustbeproperlynoticedandshouldbeontheagenda. Toensure accuracyand essential archivalrequirements, allreportsshouldbedelivered totheCity Administrator priortoEOBonThursday beforeTuesday’smeeting. Incasesofemergent issuesthatariseunexpectedly, verbalreports maybegiven. Rule38. Appointments toCityBoardsandCommissions. Thefollowing personsshallnotbe eligibleforappointment to,orcontinued serviceon,CityBoardsandCommissions: 1. ACouncilMember'sspouse,domesticpartnerorpartnerbycohabitation, children, step-children, children forwhomtheCouncil Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law,mother-in-law,father-in- law,step-parent,brother, sister,step-sibling,half-sibling,brother-in-law,sister-in- law,grandparent andgrandchildren, aunt, uncle, niece, nephew, firstcousin, foster parent, fosterchild, personswhoareparentsofthesamechild, andpersons with whomtheemployee isinanintimaterelationship. 2. AcurrentmemberofaCityBoardorCommission, unlessdualorjointmemberships are provided forintheresolution, ordinance, orstatutewhichcreatestheBoardor Commission towhichappointment isbeingmade. 3. Acurrentmemberofacomparable CountyBoardorCommission, unlessdualorjoint memberships areprovided forintheresolution, ordinance, orstatutewhichcreatesthe BoardorCommission towhichappointment isbeingmade. Inaddition, eachapplication forreappointment toaCityBoardorCommission willbe considered withoutregardtoincumbency. Exceptinunusualcircumstances, anindividual shouldbelimitedtoonereappointment toafullterminordertoincrease theopportunities for newapplicants toserve. Furthermore, becauseitisinthebestinterestoftheCouncilandallresidentsthatCouncil Membersremainunbiased intheirdecision-makingprocesses andavoidsituations whichmight fosterbiasinfavorofahumanserviceagencyseekingCouncilfundingonwhoseboardthe CouncilMember serves, noCouncilMember shallserveasamemberofthegoverning boardof anyhumanserviceagencywhichisfundedby,oranticipates requesting funding from, theCity ofTiffin. 6
