NOTICE OF PUBLIC HEARING CITY OF TIFFIN JOHNSON COUNTY, IA WATER TREATMENT PLANT UPGRADES NOTICE IS HEREBY GIVEN: Sealed proposals will be received at City Hall, located at 300 Railroad Street, Tiffin, IA 52340, until 2:00 p.m. cst on April 10, 2025 for the Water Treatment Plant Upgrades. All bids will be publicly opened and read aloud at that time. NOTICE IS HEREBY GIVEN: The City Council of the CITY OF TIFFIN will conduct a public hearing on the plans, specifications, form of contract, and estimate of cost for the construction of the above-described improvements at 7:00 p.m. cst on April 15, 2025 at City Hall, located at 300 Railroad Street, Tiffin, IA 52340. Any interested person may appear and file objections to the proposed plans, specifications or contract. After hearing objections, the CITY OF TIFFIN, shall by resolution, enter its decision on the plans, specifications and contract. BIDDER is hereby made aware a NON-MANDATORY pre-bid meeting will be held at City Hall, located at 300 Railroad Street, Tiffin, IA 52340, at 10:00 a.m. cst on March 18, 2025 for the Water Treatment Plant Upgrades. All parties interested in Bidding on said project are encouraged to be attendance The work for which bids are asked generally includes the following: A new precast concrete RO Building with cast-in place foundation that is approximately 94'x60' that will be used to house the new RO and chemical feed equipment. The project also includes a new cast-in-place concrete clearwell that will be approximately 100'x60'. Other improvements include site piping, earthwork, concrete driveways and sidewalks, demolition, and other miscellaneous site improvements at the Water Plant site generally located at 119 S. Brown Street, Tiffin, IA 52340. The work under the contract shall commence within ten (10) days after the date set forth in the written Notice to Proceed. All work under the contract shall be substantially complete by September 30, 2026 and final completion shall be achieved by November 30, 2026. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form. The BIDDING DOCUMENTS may be examined at the offices of MSA Professional Services, Inc., Cedar Rapids, Des Moines, Dubuque and Quad Cities, Iowa; and the City of Tiffin. A plan holders list will be updated interactively on our web address at http://www.msa-ps.com under Bids. Effective July 1, 2010, per Senate File 2389 Iowa Code Chapter 26.3, paper copies of the BIDDING DOCUMENTS may be obtained at the office of MSA Professional Services, Inc., 400 Ice Harbor Drive, Dubuque, IA 52001 upon receipt of a refundable deposit fee of $250.00 for full size (22" x 34") sets of plans or $150.00 for half size (11" x 17") sets of plans. Any plan holder upon returning the BIDDING DOCUMENTS within 14 days after award of the project and in good condition will be refunded their handling fee.
