13. Dis ute resolution Matters in dispute or subject to interpretation shall be first submitted to the parties for resolution prior to any party pursuing administrative or judicial remedies. In the event such matters must be submitted to the parties, they shall be submitted specifically to the City Administrator of each city, as representatives for each city, who will make a good faith effort to resolve the dispute. 14. Entire Agreement This Agreement sets forth all of the covenants, promises, agreements, and conditions among the parties, and there are no other covenants, promises, agreements or conditions, either oral or written, among them.
