001-650 and 001-499 – City Hall
1. 499-6514 and 6515 – Rec Fest and Other Festivals – These two lines items have been increased
slightly to provide an extra emphasis for these events. Other community festivals that could
include more City participation would be Halloween Hike, Holiday Hoopla, Easter Egg Hunt,
Movies in the Park and the Grand Opening for the Recreation Center.
2. 650-6505 – This was the line item used for any council chamber improvements. Depending on
the completion of the special census, I anticipate some of the potential improvements to be
carried over into the next fiscal year.
110-210 – Road Use Tax (Public Works)
1. Road Use Tax and the ability to continue to add and replace equipment will largely be
dependent upon the results of the special census. With a conservative number of an additional
2000 residents, RUT will increase approximately $280,000. This will significantly lesson the
department’s annual dependence upon the general fund. However, until final budget numbers
have been calculated, I won’t know what will be available to continue with the equipment
replacement program. However, for line item (6505 – Other Equipment) replacement of the
current tractor, adding a new tire machine, a snow blower, a pallet racking and cement slab and
a lean-to off of the Park Shed are all items on Brian’s list for discussion tomorrow night.
200-717 – Debt Service
1. The only change to the Debt Service budget is the addition of the 2026 GO Note for the
Recreation Center.
600-810 and 610-815 – Water and Sewer
1. 6710 – Capital Outlay – Much like what I mentioned above in RUT, the list of equipment Brett
has put together for the water and wastewater treatment plants will depend on final numbers
that reflect bond payments for both facilities. However, items on Brett’s list include a hotsy, a
repeater for water meter reads in Tiffin Heights West, a generator for the water tower and
rebuilding the bar screen.
740-865 – Storm Sewer
1. 6710 – Capital Outlay – No major changes to this budget although I would still like to have MSA
look into the storm sewer project we talked about at this time last year at the southeast corner
of Highway 6 and Tall Grass Avenue. This project would tie together the two large storm sewer
pipes in the ditch and fill in that open trench.
Additional Budget Notes:
1. Across the board increases include workman compensation premiums, property insurance
premiums and fuel. We received relatively large increases in our workman’s compensation and
property insurance premiums this year.
Revenues:
General Fund revenue increases this year are significantly less than in previous years due to recent
legislation. Revenue increases in the Water Department are the due to the rate increase that was
approved last year which was the result of the water treatment plant upgrade project.
121-950-4090 – LOST – This is the revenue that will have the most impact on the City’s budget. This
revenue will again allow the City to maintain a $11.80 tax levy.
