CITY OF TIFFIN ORDINANCE NO. 2021- 482 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF TIFFIN, IOWA, TO ADD CHAPTER 58, URBAN CHICKENS, TO THE NUISANCES AND ANIMAL CONTROL SECTION BE IT ENACTED by the City Council of the City of Tiffin, Iowa: Section 1. Purpose: The purpose of this ordinance is to amend the municipal code of Tiffin to add Chapter 58, Urban Chickens, to the Nuisances and Animal Control section. Section 2. Amendment. Chapter 58 — Urban Chickens, is hereby added as follows: CHAPTER 58 URBAN CHICKENS 58. 01 Definitions 58. 08 Predators, Rodents, Insects, and Parasites 58. 02 Urban Chicken Permit Required 58. 09 Feed and Water 58. 03 Rules and Regulations 58. 10 Waste Storage and Removal 58. 04 Revocation of Urban Chicken Permit 58. 11 Chickens At Large 58. 05 Effect of Denial or Revocation 58. 12 Liability 58. 06 Appeals 58. 13 Unlawful Acts 58. 07 Odor and Noise Impacts 58. 14 Nuisances 58. 01 DEFINITIONS. For use in this chapter, the following terms are defined: 1. " Applicant" shall mean the owner of a tract of land for which an Urban Chicken Permit is being requested. 2. " Chicken" shall mean a member of the subspecies Gallus Gallus Domesticus. 3. " Permitted Tract of Land" shall mean the tract of land identified in the application upon which an Urban Chicken Permit is granted under this chapter. 4. " Permittee" shall mean the applicant who has been granted a permit to raise, harbor or keep chickens pursuant to this chapter. 5. " Permitting Officer" shall mean the Building Official, or his/ her designee. 6. " Single family dwelling" shall mean any building that contains only one dwelling unit used or leased to be occupied for living purposes. 7. " Tract of Land" means an expanse of land identified by address legally described with definitive boundaries. 8. " Urban Chicken Permit" shall mean a permit granted under this chapter to allow for the keeping or harboring of chickens in the city.
