Section 3.Repealer. All ordinances or parts ofordinances in conflict with the provisions ofthis Ordinance are hereby repealed. Section 4. Severability. Ifany section, provision, or part ofthis ordinance shall beadjudged to be invalid or unconstitutional, such adjudication shall not affect the validity ofthe ordinance asawhole, or any section, provision, orpart thereof not adjudged invalid or unconstitutional.
