The Mayor presided andtherollwas called showing members present andabsent, as follows: Present: Upton, Havens, Kahler. Absent: Ryan, Bartels. Council Member Havensintroduced anordinance entitled “Ordinance No. 2017-409. An Ordinance Providing fortheDivision ofTaxes Levied onTaxable Property intheJuly 2017 Addition tothe Tiffin Urban Renewal Area, Pursuant toSection403.19ofthe Code ofIowa.” Itwas moved byCouncil Member Havensand seconded byCouncil Member Kahlerthat theordinance beadopted. The Mayor putthe question onthe motion andthe rollbeing called, thefollowing named Council Members voted: Ayes: Upton, Havens, Kahler. Nays: None. Whereupon, theMayor declared themotion dulycarried anddeclared that theordinance hadbeen given itsinitial consideration. Itwasmoved byCouncil Member Uptonand seconded byCouncil Member Kahlerthat the statutory rule requiring anordinance tobeconsidered and voted onfor passage attwo Council meetings prior tothemeeting atwhich itistobefinally passed besuspended. The Mayor putthequestion onthemotion and the rollbeing called, the following named Council Members voted: Ayes: Kahler, Upton, Bartels, Havens, Ryan. Nays: None.
