19. Guardrails and Handrails. All guardrails and handrails shall be maintained in a safe and sound condition at all times. Guardrails shall be provided where there is an abrupt elevation change exceeding 30 inches adjacent to pedestrian areas. Guardrails and handrails which are newly installed or replaced shall comply with the International Building Code. Section V. Chapter 156 of Tiffin Code of Ordinances. All provisions and sections of Chapter 156 not specifically identified in this Ordinance remain in place and in full force and effect. Section VI. Authorization. The Mayor and the City Administrator/Clerk are hereby authorized to execute any necessary documents. Section VII. Repealer. All ordinances or parts of ordinance in conflict with the provisions of this Ordinance are hereby repealed. Section VIII. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. Section IX. When Effective. This ordinance shall be in effect after its final passage, approval, and posting as provided by law. On the 23rd day of January 2013, at a regular meeting of the Tiffin City Council, Tiffin, Iowa, Councilperson Ryan introduced Ordinance No. 2013-322, and moved that it be given its first reading. The motion was seconded by Councilperson Bartels. Ayes: Phillips, Upton, Bartels, Ryan Kahler Nays: None Five members of the Council being present and having voted "Aye", Mayor Steve Berner declared the motion carried, and Ordinance No. 2013-322, was read the first time, discussed, and placed on record. On the 13th day of February 2013, at a regular meeting of the Tiffin City Council, Tiffin, Iowa, Councilperson Kahler introduced Ordinance No. 2013-322, and moved that it be given its second reading.
