Ayes: Kahler, Ryan, Bartles, Upton, Phillips Nayes: none Five members of the council being present and having voted " Aye", Mayor Steve Berner declared the motion carried, and Ordinance No. 2012- 321, was read the first time and discussed and placed on record. On the 13th day of February 2013, at a regular meeting of the Tiffin City Council, Tiffin, Iowa, Councilperson Upton introduced Ordinance No. 2013- 321, and moved that it be given its second reading. The motion was seconded by Councilperson Bartels. Ayes: Kahler, Bartels, Upton, Phillips Nayes: none Absent: Ryan Four members of the council being present and having voted " Aye", Mayor Steve Berner declared the motion carried, and Ordinance No. 2012- 321, was read the second time and discussed and placed on record. On the day of February 2013, at a special/ regular meeting of the Tiffin 27th City Council, Tiffin, Iowa, Councilperson Kahler introduced Ordinance No. 2013 - 321, and moved that it be given its third and last reading. The motion was seconded by Councilperson Ryan. Ayes: Phillips, Upton, Bartels, Ryan, Kahler Nays: none Five members of the council being present and having voted " Aye", Mayor Steve Berner declared the motion carried, and Ordinance No. 2012- 321, was then placed on its last reading and was read the last time. Thereupon, it was moved by Councilperson Kahler and seconded by Councilperson Ryan that Ordinance No. 2013- 321 be placed upon its final passage and adopted.
