s Four Members of the Council being present and having voted " Aye", Mayor Royce Phillips declared the motion carried, and Ordinance No. 2009- 297, was read the first time, discussed and placed on record. 11th On the day of March 2009, at the regular City Council meeting of the Tiffin, Iowa City Council, Council person John Wright made a motion to suspend the second reading for Ordinance No. 2009- 297, and moved that the third and final reading be made. The motion was seconded by Council person Mark Petersen. 11th On the day of March 2009, at a regular meeting of the Tiffin City Council, Tiffin, Iowa, Councilperson John Wright introduced Ordinance No. 2009- 297, and moved that it be given its third and last reading. The motion was seconded by Councilperson Mark Petersen.
