I, Kandy Kobold, being first duly sworn, do hereby depose and certify that I am the duly appointed, qualified and acting Town Clerk of the Town of Tiffin, in the County of Johnson, State of Iowa, and that as such I have in my possession, or have access to, the complete corporate records of said Town and of its Council and officers; and that I have carefully compared the transcript hereto attached with the aforesaid corporate records and that said transcript hereto attached is a true, correct and complete copy of all the corporate records in relation to the adoption of an ordinance establishing rates and charges for services to be furnished by the municipal waterworks plant and system of said Town.
