Minutes of Regular Council Meeting, September 1, 1971, Tiffin, Iowa. Mayor Dale Flansburg presiding. Councilmen present: Ned Allen, Don Davis, and Glenn Potter. Absent: Ted Spivey, Kandy Kobold. Also present: Attorney Ralph Neuzil and Bob Hilgenburg of the Johnson County Commission of Environmental Quality. Mr. Hilgenburg discussed the resolution with the Council and explained the purposes and advantages to the town should the council join. He explained that the purpose is to investigate environmental concerns in Johnson County, such as pollution and etc. Glenn Potter made a motion to sign the resolution presented by the Johnson County Commission of Environmental Control. Don Davis seconded. Ayes: Glenn Potter and Don Davis. Nay: Ned Allen. Ned Allen presented figures for new Christmas decorations for this coming year. The approximate amount was around $500. Glenn Potter made a motion to go ahead with the new decorations. Don Davis seconded. All in favor by roll call vote. Mr. Neuzil brought to the attention of the council that the trucks are not using the marked routes in Tiffin. It was decided that Mr. Neuzil and the town clerk would get together and write a letter to Co-op. The clerk presented an application for renewal of liquor and beer permits for the Lark. Glenn Potter made a motion to approve the applications. Ned Allen seconded. All in favor by roll call vote. The clerk presented a resolution from the Iowa State Highway Commission for maintenance of the Highway through Tiffin. Ned Allen made a motion to sign the 5 year resolution. Don Davis seconded. All in favor. Edna Miller, the town treasurer, sent figures along with the town clerk and made a suggestion that the town invest $4,000 water money for 4 months. Ned Allen made a motion to invest $4,000 water money. Glenn Potter seconded. All in favor. Ned Allen made a motion to approve the minutes of August 4, 1971 and August 16, 1971. Don Davis seconded. All in favor. Glenn Potter made a motion to pay the following bills. Don Davis seconded. All in favor. (It should be noted that one bill was discussed and it was decided to send it into Dunton Insurance Company for payment. It was a bill to Dr. McLaughlin for $24.00 for treatment given to Dewline Slade)
