TOWN OF TIFFIN TIFFIN, IOWA 52340 A special meeting was called by the Tiffin City Council November 24, 1974 at 6:15 p.m. in the Tiffin City Hall. Mayor Brotherton presiding. Members present: Beverly Birtcher, Bill Bream, Roger Janssen, Glenn Potter, and Judy Smith. Also present Attorney Neuzil, Mary Ann Spurrier, owner of The Corral, with attorneys Freed and Klein. Ralph Neuzil summarized on the opinion he had written concerning the veto by Mayor Brotherton of the motion renewing The Corral liquor license at the special meeting Nov. 19, 1974. Attorney Neuzil stated that the veto is valid because although not worded as a resolution, a motion is accepted as same and a roll call vote was taken. At this time Attorney Neuzil read into the record a written statement prepared by Mayor Brotherton giving his reasons for the veto. A conflict in the Mayor's statement and the minutes of the special meeting Nov. 19, 1975 prompted a motion by Judy Smith and seconded by Glenn Potter to have the minutes read. Motion carried by roll call vote. The clerk then read the minutes. Glenn Potter made a motion to approve the minutes of the Nov. 19, 1974 meeting. Bill Bream seconded the motion. Councilmen Bream, Janssen, Potter and Smith voted yes. Birtcher abstained. Motion carried. Bill Bream made a motion to override veto of mayor, in effect a resolution for the adoption of renewal of liquor license for The Corral. Roger Janssen seconded. At this time Beverly Birtcher went on record saying she had only been given information verbally and had never been given a written statement of complaint or facts of illegal actions at the Corral. Ralph Neuzil went on record stating a prior motion made at the special meeting Nov. 19, 1974 for renewal of permit for The Corral and which was vetoed after passage has been returned by the mayor to the council with written reasons for the veto. The attorney for The Corral also directed comments to the council at this time. The motion for the renewal of the liquor license for The Corral was carried by roll call vote. There followed a unanimous motion to adjourn. Mary Formanek Mary Formanek, Clerk James E. Brotherton Mayor
