Councilmembers present: Glenn Potter, Roger Janssen, Judy Smith and Tom Morgan. Absent: None. Also present: City Attorney Ralph Neuzil, City Engineer Dennis Saugling, Treasurer Edna Miller and Mr. Tom Mittman, JCRPC Administrative Assistant to small communities. Others present: Mr. Al Miller, Mrs. Florence Spain and Mrs. Norma Kincaid, representing Area X on Aging Community Action Program; and Mrs. Theresa Swailes.
It was determined that the regular first Wednesday meeting date for the Council makes it inconvenient to conduct City business in an orderly manner. Bills to be approved and correspondence pertinent to Council for consideration, generally, are not received until a few days after the first of each month. Also, several major holidays during the year are scheduled in the first week of the month. A motion was made by Potter to change the regular meeting date for the Council from the first Wednesday of each month to the second Wednesday of each month, commencing with August 13, 1975. Smith seconded and motion carried.
Janssen made a motion to approve the minutes of June 11, 1975. Smith seconded. Aye: Janssen, Smith and Morgan. Abstain: Potter.
Potter moved to approve the Treasurer's June report and approve the transfer of July CD (time certificates) to UniBank, Coralville, Iowa, for re-investment. Smith seconded. Motion carried.
The normal order of business was suspended to move to new business. Mrs. Theresa Swailes requested the Council for a variance from existing ordinances encompassing new mobile home location. Mayor called for a motion three times. A motion was not made.
Reports were made from each Council committee.
Streets- Patching is now in progress. Posting signs in or around private property for the purpose of limiting parking by the individual was discussed. It was determined that the streets and alleys are for public use except where the Council has determined parking of vehicles is in violation of public safety.
Sanitation- Workmen are attempting to locate field tile or a pipe that serves to drain the periodic accumulation of water between Railroad Street and the railroad right-of-way. Tom Morgan and Atty. Neuzil will help members of the community to organize a Citizen's group to plan a Fall Clean-up Day. Janssen reported that the Effluent pond area has been seeded by Krapfl-Prier contractors. Also, that Lynn Colony has accepted the responsibility for farming the remaining city-owned property adjacent to the sewer facilities for this season. Janssen reported that a broken tile in this area needs to be repaired for environmental protection. Mr. Dennis Saugling reported that his firm, Hawkeye Engineering will proceed with observing the operation of the Effluent ponds without further costs to the City. He suggests that any action on changing or correcting the operation be delayed until they complete their studies. Mr. Saugling recommended that the Council approve the second installment request for $2300.00 for the Krapfl-Prier subject to the City receiving all lien waivers. He also submitted the contractor's materials application for rebate on Iowa sales tax. The Council requested that Mr. Saugling ask Krapfl-Prier to send a Certification of Completion for the Effluent ponds. Discussion followed concerning emergency situations with respect to the Sewer plant operation.
